Phase 3 of the docs/KB redesign. The schema is already set up so suggested_title, suggested_outline, and suggested_content can be added without a breaking migration.

The framework is in place; new providers plug into the same channel shape. None of the additional providers ship yet.

Plugin sandbox

Designed in docs/plugin-sandbox-plan.md as a community-tier iframe sandbox with postMessage RPC. Not yet implemented; all plugins currently run in-process.
